Conclusion

Templer’s sojourn in Malaya undoubtedly turned the tide decisively in Government’s favour: he dominated the administration and the public through a deliberate projection of personal power and breathed new life into the Briggs Plan, with consequences for rural Chinese and terrorist confidence. In particular, by paying close attention to New Village aftercare through appointing more Chinese-speaking and Chinese officers; extending Young’s Operation Service from the Police throughout all Government Departments; abolishing draconian Emergency Regulations and inaugurating and extending the White Areas, Templer effectively projected to the rural Chinese that Government was their Provider. To ensure that the ordinary Chinese were kept appraised of Government’s ‘deeds’, moreover, Alec Peterson set about centralising and rationalising Information Services. Thus, the ubiquitous mobile units, the MFU, Radio Malaya’s Community Listening Service and Civics Courses were all co-ordinated so as to ‘exploit’ efficiently Government’s achievements. While Peterson’s injunction to all Government officials to be ‘propaganda-minded’ was a massively important step, his overall record, however, was marred by a personal inflexibility which led to the loss of C.C. Too, a development which weakened Government propaganda intelligence analysis considerably. Nevertheless, Templer’s placing of Psychological Warfare on a more scientific basis produced rigorous studies of the terrorist psyche, while the advent of Voice Aircraft enabled a more rapid exploitation of the psychological moment created by terrorist reverses. In fact, soon after Templer left, as we shall see, terrorist confidence began to haemorrhage seriously. Thus although Central proclaimed that help would be coming from Indochina and backed propaganda with warnings that comrades keeping Government leaflets would be severely punished,324 the decay persisted. Government’s major challenge in the final phase was thus the selection of the correct psychological moment for an Amnesty to precipitate mass surrenders. The responsibility for this was to fall upon a new Man for the Plan: Tunku Abdul Rahman.
